Windsor Investments faced classic community clashes when proposing their 70-unit townhome project - lack of guest parking and fears of turning quaint neighborhood streets into bumper-to-bumper traffic jams.

But with a few tweaks, they turned frowns into smiles and won approval. Their originally proposed 70 units were subbed for 68 units after receiving feedback.

The project initially received pushback from the community because of concerns about lack of guest parking and increased traffic on narrow neighborhood streets. Joanne Henry, a resident of Grandview Drive, said

When they first proposed the special use permit we as a neighborhood decided that that amount of town homes without guest parking does not meet the comprehensive plan for our neighborhoods.

There is no parking for these Narrow Street neighborhoods which forces those homeowners to park on our streets leaving the cars for days.

In response to these concerns, the developer added small guest parking areas between some of the townhome clusters, meeting the requirement of having parking within 200 feet of units. The developer also removed a proposed connection to Hanson Lane due to feedback, which addressed increased traffic concerns.

The project received some praise for reducing density compared to the initially proposed plan.

I think they've made some substantial decreases in the number of units and the lots of appears to be the smallest one I've seen.

The Board ultimately approved the amended plan, with the condition that it does not connect to Chartwell Lane to prevent increased traffic in the Valleyfield neighborhood. The developer’s attorney, Amanda Hodierne, said she was simply requesting this of the Board.

The Board decided to move the project forward to the City Council for final approval, without giving a recommendation for or against approval.

Dakota Carolina Investment Properties felt community clashes when proposing their cozy 8-lot subdivision. Neighbors raised concerns about their calm streets changing into busy highways. But with a few tweaks, Dakota Carolina charmed won their approval.

The project initially received pushback because of concerns about increased traffic from subdivision access through adjoining roads and connections to Chartwell Lane.

We have a very quiet neighborhood and throughout this whole area there are about 20 houses out there we all have a number of acres, the roadways were developed originally to service that unincorporated or unannexed subdivision in 79. They've never been changed or improved.

I am still concerned that if they open that up it is going to increase our traffic...we don't have any sidewalks a little narrow little roads a lot of blind curves and in the previous time that there was suggestion of different subdivisions we didn't have small children in the neighborhood.

In response, the developer Mike Davis emphasized it would be a low density development.

He also expressed openness to blocking access to Valleyfield.

That little stub out that allows the turnaround there. You know that's not planned to be extended, but I guess we could have dialogue about that. I'm not opposed to it or against it.

The project received some praise for its low density. John Wooten, a Board member, said the following.

I think it's a good plan especially when you consider that 6, 7, and 8 may or may not be a good building. It's going to be a very low density development I think long term.

The Board ultimately approved the rezoning request with the added condition that Chartwell Lane not be used for access to the subdivision, preventing additional traffic through Valleyfield.
